Europe felt a moment of respite on Monday, as the diplomatic emergency caused by the introduction of a new comprehensive peace framework for ending the war appeared – momentarily – to have been defused. A Washington representative spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, Moscow made its response: another massive barrage of missile and drone strikes on Kyiv.
The Rhythm of Negotiation and Warfare
The chain of conflicting incidents captured the grim essence of the recent timeframe. By day, diplomatic battles are waged: hopeful statements are released from different nations. Significant resources is devoted on restraining particular approaches. By night, Moscow forcefully demonstrates the world that, for them, military action persists as the key method for achieving "peace".
Nocturnal Warfare
As Russia's attack progressed into the early hours of Tuesday, the current condition of Ukraine's vulnerability was laid bare. Ukraine is capable of detecting projectile deployments from enemy soil, a ability provided through up-to-date information. From vantage locations, military aircraft that had been scrambled to engage hostile cruise missiles roared overhead – advanced fighter aircraft provided to Ukraine by Western partners.
Moments later, Kyiv's anti-aircraft weapons thundered: defensive missiles fired to intercept a Russian ballistic missile. This was a modern interception technology at work, probably provided by allied countries. Every deployment jolts you unexpectedly, rattling buildings. The instant of fear quickly becomes resigned acknowledgment: possibly the hostile projectile won't cause damage this time, preventing destruction from catastrophe and further power outages.
Persistent Threats
Following this, a automatic firearm fired at a aerial vehicle somewhere nearby, part of a defensive team – almost certainly imported technology. Regrettably, the bullets missed the opposing UAV – it pressed on overhead toward its target.
Periodically, this persisted until dawn. Kyiv greeted the early updates: several casualties, devastation and utility failures in numerous residences as a result of the nocturnal offensive. As always, everyone still continued their routines – living the war. But those entire period demonstrated Ukraine's vital need on Western support – a need that European nations are clearly incapable to replace in the near term.
Failed Diplomacy
The detailed framework from Washington generated strong feelings, discussion and deep concern – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after prior negotiation attempts and multilateral gatherings.
Every new approach from Washington follows the consistent cycle: a negotiation push against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They manage the tension but never actually secure success. This trend will, undoubtedly, persist.
Strategic Calculations
It is tempting to accuse specific actors of repeatedly advocating Moscow's conditions. But that does not seem to be the whole story. American leadership functions according to a premise familiar among international relations experts: you cannot achieve through diplomacy what you have failed to defend militarily. The American government assumes that it is unfeasible to compel Moscow to abandon the land that it presently holds in Ukraine's south or east.
The challenge is that while acknowledging this situation, US leadership does little to discourage Russia, through statements or actions, from believing that the status quo will not evolve additionally in its favour in the months ahead.
Conflicting Perspectives
Therefore, the Kremlin is certain that duration works to their advantage – that Ukraine and its allies are approaching exhaustion. Their motivation to sign a deal that does not give them the maximum possible gain is virtually nonexistent. There may be multiple initiatives to achieve ceasefire, but they will persist as long as Russia's leader remains highly assured in the result.
On the contrary, Kyiv believes that Ukraine can still persist, gradually sacrificing lives and land but avoiding a complete military breakdown until conditions improve in its favour.
Current Realities
Factually, there are no actual prerequisites for a ceasefire. Now, personal considerations are becoming relevant: leadership ambitions to negotiate peace and achieve global acclaim, and the government's twin challenges – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the national cause against any plan Kyiv finds unworkable, so that their focus does not move to homefront challenges. And although their mission will now be much harder after current events, it remains quite doubtful that this will change their overall approach.
These two forces are guiding negotiations.
Assessment and Future
It took a only one week to eliminate the proposed articles of the latest plan. Aggressive and erratic handling of the matter by Washington, pushback by Ukraine and the rest of Europe, along with pacifying measures of negotiators, and finally, recent disclosures, all achieved their purpose.
While new initiatives based on previous concepts are forthcoming, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are rooted in Kremlin requirements and show certain reluctance to modify developments, if they remain united and strengthen their defence capabilities at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the predictable period, primarily depend on continued Western support.
